PIF and CPNP: obligations for cosmetics
Product Information File and portal notification — the core duties under Regulation (EC) No 1223/2009.
The PIF (Product Information File) and CPNP notification are the central obligations for cosmetic products under Regulation (EC) No 1223/2009: for every product placed on the EU market a complete information file must be available in the EU — and the product must be notified in the CPNP portal before being placed on the market.
PIF contents (Article 11)
- Product description (composition, target group, use)
- Safety assessment (Cosmetic Product Safety Report, Annex I)
- Justification of claims (incl. Regulation (EU) No 655/2013)
- Manufacturing methods and GMP statement (ISO 22716)
- Animal testing data (if performed)
CPNP notification (Article 13)
Before placing on the market, the responsible person submits the product information to the EU Commission’s Cosmetic Products Notification Portal — category, frame formulation, label, responsible person. Poison centres and authorities access it.
Role of the responsible person
The responsible person (Article 4) is the person established in the EU who ensures conformity — maintaining the PIF and performing the notification. INOPREX can take on this role for client projects.
Frequently asked questions
Where must the PIF be available?
At the address of the responsible person in the EU — electronically or physically, accessible to authorities at any time.
What happens without CPNP notification?
The product may not be placed on the market; the notification is a precondition for market access.
